New ideas for prosecuting terrorists
“Terrorism” is a word with many and diverse meanings. It comes loaded with significant political and ideological baggage. As a word, it appears to have been used as early as the first century B.C.E. in a warning to the Roman Empire’s populace of the approach of warriors of the Cimbri tribe. The “Reign of Terror” was a common English pejorative for the 18th century French Revolution.
